The Holy Spirit is God. He is a person in the Godhead. He is not a thing or an "it", he is a person. Being God, He has the attributes of great power and might, however He cannot be simply boiled down to being a force of energy. He is known by different Names such as the Spirit of God (Genesis 1:1; 1 Corinthians 2:11; Romans 8:9), Spirit of Christ (Romans 8:9), Spirit of Jesus Christ (Philippians 1:19), Spirit of the LORD God (Isaiah 61:1), Spirit of The Father (Matthew 10:20), Helper, Spirit of Truth (John 14: 15-17; John 16:12), Spirit of Jesus (Acts 16:6-7), Seven Spirits of God (Revelation 1:4) and other names.
That the Holy Spirit is God is clearly shown in the following scripture where lying to the Holy Spirit is said to be lying to God. “But Peter said, ‘Ananias, why has Satan filled your heart to lie to the Holy Spirit and keep back part of the price of the land for yourself? While it remained, was it not your own? And after it was sold, was it not in your own control? Why have you conceived this thing in your heart? You have not lied to men but to God.’” (Acts 5:13).
Holy Spirit has all the divine attributes of God.
He is omnipotent "The Spirit of God has made me,

And the breath of the Almighty gives me life."(Job 33:4), He is omnipresent (Psalm 139:7-8),
He is omniscient (1 Corinthians 2:9-11) and He is eternal (Hebrews 9:14).
The Holy Spirit has a mind (1 Corinthians 2:10), a will (1 Corinthians 12:11), emotions (Ephesians 4:30) which are all attributes of personhood.
The Holy Spirit's ministry is essential and manifold. He brings us from spiritual death to spiritual life when we are born-again i.e. born of the Spirit at salvation (John 3). Once saved, He keeps us alive in Christ Jesus and one with Him by indwelling us (1 Corinthians 6:17).
He enables us to live fruitful, faithful and righteous lives from the inside out (Galatians 5:22-26) and not out of our own abilities and efforts (flesh). He comes upon the born-again believer to empower us for the work of ministry (Luke 24:49; Acts 1:8 ), endowing us with spiritual gifts (2 Corinthians 12:1-31).
He is the Spirit of Jesus and apart from Him we can do nothing (John 15:5).
